3. The Balloon (1969)

The Mayor of Trumpton visits Lord Belborough and asks him for fund-raising ideas for the Old People's Holiday Fund. When Lord Belborough has to go to the Pottery he gives Winnie a ride on Bessie. Her balloon gives him an idea.
